Seeing how Iris and I are probably the only ones who care to look at anime cards from yesteryear, we've come up with a few changes. Iris's comments are in parenthesis, mine in brackets.
Armor Ninjitsu Art of Revival [Normal Spell]
Target 1 "Ninja" monster in your Graveyard; Special Summon the target.
(Ninjas, lol. Monster Reborn says "Hi".)

This was banned because of the new Ninja support that was released not too long ago. Their link allows this card to be set directly from the deck and Hanzo can pull it from the deck so @1 does not make it inconsistent to pull and their field spell allows it to be recycled every time its played. I was running Ninjas at the time I banned this and banned it specifically for how broken this combo was.

(This Special Summon is treated as an Xyz Summon. Xyz Materials attached to that target also become Xyz Materials on the Summoned monster.)

This card was banned when Xyzs were a thing but more than that, this card is not usable. There's no way to 1) confirm if your opponent even has a Number without looking at their entire extra deck. 2) Even if they do have numbers, the game has no function to randomly select just numbers from the extra deck

Not impossible to pull off, but extremely unlikely in the current game type. Staying banned. There are no restrictions on this rank-up. The above are cards that are banned and can likely be moved to w/e as described in the discussion. The only cards we didn't really agree on were Chaos Field and Utopia Force. More opinions on the cards in question are always welcome.
Cemetery Change [Normal Spell]
Pay 1000 Life Points; destroy all monsters on the field, then switch Graveyards with your opponent.
(We have banned anime field nukers, also it's not even possible to swap Graveyards on DMG. Imo should be banned)

Dynamite Wall [Normal Trap]
Activate when your opponent's monster attacks. Destroy that monster and 1 monster you control. Additionally, by removing this card in your Graveyard from play when your opponent's monster attacks, remove from play that monster and all cards you control.
(It hurts more the user than the opponent. Imo it could be semi-limited or unlimited)

I imagine the grave effect is the main reason this one was limited. This one's been on the list for a long time.Activate when your opponent's monster attacks. (Totally useless in a Link format. Imo could be unlimited)

This was hit because of the ability to summon monsters to your opponent's field, not because it lets you summon something. Giant Kozaky being the biggest offender. Give 2 of those to your opponent for 5000 damage and a free summon.Photon Sublimation [Normal Spell]

We've banned the incredibly generic anime draw cards. As far as I'm aware though, people run very little "Photon" monsters in their Photon decks. Galaxy and Cipher are a much bigger part of those.Spinning Wheel Spindle [Normal Spell]

I suppose this can be banned. A lot of the same combos that break Premature Burial apply to this one too.These were the cards worth mentioning that were limited. Nothing really disagreed on that we didn't discuss in our chat. Still, more opinions are always welcome.
